Fear is a reliable tool. It has been used before—cooling, Y2K, warming, COVID—and now it is being used again with AI. The latest wave arrived almost overnight, amplified by the very companies that stand to gain from rules that slow everyone else down. The record of these alarms is poor. That does not mean ignore risk. It means refuse to hand Congress the keys just because the clock is said to be ticking.
